Character change

So I had a few questions about playing a new character:
Do I get to keep all of my XP, or is there a penalty?
Is there any limitation on starting with out of grouping gifts, and with rites?
Would you allow me to buy any of the following fetishes; Gnostic Bag, Spirit Whistle, Key to the Umbra?
Also I wanted my old character to become an NPC contact for the players, but I'm not sure if that would be ok since I'm cashing in my XP.

You can start with as many basic rites as you take in the rites background.
You can start with fetishes at ST discretion if you take the fetish background. I can tell you now even with 5 points in fetishes I don't think you'd have enough to start with everything you asked for.
You may not start with out of grouping gifts.

We'll talk about the NPC thing and XP situations in private.

I wasn't planning on buying all 3 of those fetishes, I just wanted to make sure they were allowed, since I got them out of the old book. Thanks!
